Active students and employees of the University may open a Lion Bucks flexible spending account. The Lion Bucks flexible spending account can be used for purchasing products and/or services at authorized locations on and off campus. Listing of locations.
A Lion Bucks flexible spending account is not a personal bank account. No interest is paid on account balances and cash withdrawals cannot be made from a Lion Bucks flexible spending account.
Once opened a Lion Bucks flexible spending account remains open as long as the account holder is an active MSSU student or employee (See section IX).
No user costs are assessed to cardholders for flexible spending account purchases.
An insufficient funds cost of $15 will be assessed for flexible spending account deposits made by check which are returned insufficient. Missouri Southern State University will deduct insufficient check costs from the cardholders Lion Bucks flexible spending account. The University also reserves the right to charge insufficient funds check costs to a student’s Banner student account.
Cardholders who close an active Lion Bucks account will be assessed an account closing cost of $10 which will be deducted from the flexible spending account balance. Two weeks are required to process and issue refund checks. Additional details on account closure can be found in section IX.
Any Lion Bucks account left open and inactive, for more than 6 months after a cardholder leaves the University, will incur a $5.00 per month cost. The cost will be deducted from the Lion Bucks account until a closure request is made to the Camps Card Service Center or the balance becomes zero, whichever comes first.
The cost for replacement of a lost or stolen Lion Card is $20.
Students who attempt to use another cardholder’s Lion Card to complete a flexible spending account transaction will be referred to Student Affairs for disciplinary action.
Employees who attempt to use another cardholder’s Lion Card to complete a flexible spending account transaction will be referred to Human Resources for disciplinary action.
Tampering with a MSSU Lion Card, a card reader, data/network line, or any related equipment may subject the Cardholder to disciplinary action or criminal charges.
If your Lion Card is lost or stolen, immediately deactivate your Lion Card online or by contacting the Campus Card Service Center by phone or in person. Failure to timely deactivate or report your lost or stolen card could result in unauthorized account transactions.
Cardholders who deactivate their card online and who subsequently determine that their card is not lost or stolen, may reactivate their card online, prior to reissuance of a new Lion Card.
Available flexible spending account value will be transferred to the new card.
Tell us AT ONCE if you believe your Lion Card has been lost or stolen, or if you believe that a Lion Bucks flexible spending account transaction has been made without your permission. Deactivating your Lion Card online at is the best way of keeping your possible losses down. You may also telephone or come to the Campus Card Service Center in person. If you tell us within 2 business days after you learn of the loss or theft of your Lion Card, you can lose no more than $50 if someone used your Card without your permission.
If you do NOT tell us within 2 business days after you learn of the loss or theft of your Lion Card, and we can prove we could have stopped someone from using your Lion Card without your permission if you had told us, you could lose as much as $500.
Also, if your statement shows transactions that you did not make, tell us at once. If you do not tell us within 60 days after the statement was made available to you, you may not get back any money you lost after the 60 days if we can prove that we could have stopped someone from taking the money if you had told us in time. If a good reason (such as a hospital stay) kept you from telling us, we will extend the time periods.
A Lion Bucks “Request to Close Account” Form must be completed to request closure of an active Lion Bucks flexible spending account. The balance of the account less a $10 account closing cost, and the amount of any outstanding student costs owed to the University, will be refunded by check to the cardholder. Up to two weeks may be required to process a refund check.
Lion Bucks accounts are closed automatically upon graduation, withdrawal from school, termination of employment or inactivity. MSSU will deactivate "Lion Bucks" accounts which have no funds on deposit and/or have had no activity for 180 days.
Refunds can only be made when closing an account.
Cash refunds are not made for merchandise returns. A credit will be made to the Cardholder’s Lion Bucks flexible spending account for approved merchandise returns at the original purchase location.
Cardholders have access to monthly flexible spending account statements online 24/7 .
The Card Holder agrees to review this statement monthly. If the account statement reflects transactions, which were not made by the Card Holder, the Card Holder must inform the Campus Card Service Center immediately. See Error Resolution, section XII
You must contact the Campus Card Service Center no later than 60 days after discovering an alleged error. You must provide the Campus Card Service Center the following information in order to investigate the alleged error.
If you contact us orally, we may require that you confirm the alleged error in writing within 10 business days. We will investigate the alleged error within 10 business days of your written notification. We will notify you of our findings within three business days. If an error has occurred we will correct it promptly.
All Lion Bucks financial transaction information will be handled with the same degree of confidentiality as other student information. Program administration will require Campus Card Service Center staff to access student information in order to provide services and correct errors.
Information regarding the Cardholder's account or transactions may be disclosed to third parties when necessary to complete transactions, when the condition or existence of an account must be verified to comply with government agency or court orders, or with the Cardholder’s written permission.
For example, MSSU might be required to provide card transaction information to a third party in connection with an IRS audit or in response to a court order.
The terms and conditions of this Agreement are effective and remain binding until the Cardholder is otherwise notified.
If any changes are made to the terms and conditions, the MSSU Campus Card Service Center office shall provide the Cardholder with notice of change(s) at least twenty-one (21) days in advance of the effective date. Such notice will be posted on the Lion Card website.
Prior notice need not be given where immediate change in terms & conditions is necessary to maintain or restore account security. If such a change is made permanent and disclosure would not jeopardize the security of the account or system, the MSSU Campus Card Service Center shall post changes within 30 days of making the change permanent.
You agree to defend, indemnify, and hold harmless the University, its governors, agents, and employees from and against all liabilities, losses, expenses, damages and costs, including without limitation reasonable attorneys costs, resulting from any violation of these Terms and Conditions.
These Terms and Conditions shall be governed and construed in accordance with the laws of the State of Missouri, excluding any conflicts of laws and statutes. You agree that any legal action or proceeding between the University and you arising out of or relating to these Terms and Conditions or the Lion Card Program shall be brought exclusively in the courts of the State of Missouri and you hereby consent to the subject matter and personal jurisdiction of such courts. Any cause of action or claim you may have with respect to these Terms and Conditions or the Lion Card Program must be brought within one year after the claim or cause of action arises or it shall be barred. The University’s failure to insist upon or enforce strict performance of any provision of these Terms and Conditions shall not be construed as a waiver of such provision or right. Neither the course of dealing between the parties nor the practices of others in a similar trade, business, or industry shall act to modify any provision of these Terms and Conditions. The University may assign its rights and duties under these Terms and Conditions to any party at any time without notice or consideration.
The provisions of these Terms and Conditions shall survive termination of these Terms and Conditions or the Lion Card Program, your use of the Lion Card Program, and your other contractual and legal relationships with the University. All rights not expressly granted herein are reserved.
